DoT issues guidelines for M2M number verification, allows eSIMs

NEW DELHI: The Department of Telecommunications (DoT) issued a notice on Thursday asking telecommunication service providers which are offering Machine-to-Machine (M2M) services to follow Know Your Customers (KYC) norms before issuing SIM cards.


According to the global specifications and standards it also certified that ‘eSIM’ (Embedded-Subscriber Identity Module) with both sole and multiple user profile configurations with Over the Air subscription update facility.

“Outgoing or incoming calls from such M2M SIMs will be allowed to one number only and text messages and data communications to two numbers,” the notification said.

At present, telcos offer M2M services as part of their enterprise offerings catering to various sectors. While they use 10-digit mobile numbers for issuing M2M connections, the DoT in January mandated telcos to start issuing 13-digit mobile numbers to SIM-based M2M devices. The government plans to reportedly implement the 13-digit M2M numbering plan from July 1.

“While these guidelines will facilitate speedy expansion of M2M services in India, the industry is assessing them and may require time to implement, and will continue to engage with DoT on the same,” said COAI director general Rajan Mathews.
